I have the same problem reported on forum:

I need the compiler setup version 5.1.6 for our old projects.

Could you please provide the installation setup?

    Please consider using ARM compiler tools version 5.1.14 instead.  It is the same as version 5.1.6, except for bug fixes.  

    Please consider installing ARM compiler version 5.1.4 or 5.1.6 from within CCS.  Select Help | Install Code Generation Compiler Tools, then use the screenshot below as a guide.  Be sure to uncheck the box Show only the latest versions of available software.
