In latest CCS, 920, problem as described here:
still appears to exists, as I've stumbled on .. For me the problem was after running CCS as root, I couldn't load Getting Started, App Center, or Resource Explorer / Tirex, which wouldn't find installed SDK's or packages then.
After few hours ... I found that thread ..
Permissions get broken in the temp files under temp folder, they not shared properly between users. After cleaning out whole tmp Ti files owned by root, it seems started working again.
