Tool/software: Code Composer Studio
My CCS license file allows us multiple floating seats (permanent) to use various Code Composers, versions 2.2, 3.1, 3.3, 4, 5.2 and 6. The server it lives on is being decommissioned to I need to re-host this floating license file to a new server.
I will need a new license file generated with the updated host information.
Who do I speak to to get an updated license file?

The easiest solution is probably to move away from the license server. A few years ago we removed flex licensing from CCS and stopped charging for licenses. For older versions (v4/5/6) we have made available a special license file that is host ID independent.
So in your case you wouldn't have to do anything for people using CCSv2.2, 3.1 and 3.3 as those versions don't have flex built in. For the 4.0, 5.2 and 6.0 users they could just drop in the special license file on their local machines and then those copies of CCS would not have to go to the license server to obtain a new license.

I had previously downloaded the unlocked client license file for versions 4 and up (I have not tested it yet), but my concern lies with versions 2/3x.
If I turn off my current license server how would my clients obtain a license for those versions, or would they simply function correctly without one?
To clarify, if i turn off my license server clients using versions 2/3x would not need a license file or a connection to an active license sever to work, is this correct?

Code Composer Studio v2 and v3 did not have flex licensing built into them. They never communicated with license servers, or local license files for that matter. Turning off your license server will not impact users of v2 or v3 in any way.
