CCS/CC2652RB: CCS 9.2/emupack 8.3.0.00003 Problem Connecting to LaunchXL Board

I am able to program the boards in UniFlash 5.2, but when I try to load or debug in CCS 9.2, it seems to have connected, however I get this when I try to run

Cortex_M4_0: Trouble Halting Target CPU: (Error -2064 @ 0x0) Unable to read device status. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 8.3.0.00003)
Cortex_M4_0: Error: (Error -1170 @ 0x0) Unable to access the DAP. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 8.3.0.00003)

I have followed several threads trying to figure it out, but to no avail. Any help is appreciated.
