After modified Vout _ command in PWR026_PFC from 390 to 180,

when we tested, if Vac=15v, then Vbus=40v, PF=98%

only when we changed vout_command, the chip UCD3138 work,

when we changed vout_ command and vout_ ov_ limit, the chip will not work again.
