CCS/CC1352P: IcePick_C error using XDS110

Tool/software: Code Composer Studio

I'm using a custom board with the cc1352p. I started using regular JTAG, but switched over to cJTAG as recommended by TI. If I start a debug session and wait a about ~10 seconds or so I start getting the following error:

IcePick_C: Error: (Error -261 @ 0xFFFFFEFB) Invalid response was received from the XDS110. (Emulation package 8.4.0.00006)

I dropped the cJTAG freq to 1MHz thinking it may help.

I'm using Ubuntu18, CCS v9.3 example code for the launchpad cc1352P2

PS do TMS and TCK need pull-ups?

Are you still having this issue? Does the same setup work with a known good hardware such as a Launchpad?

This error is quite uncommon, but perhaps it may be originated in hardware. For hardware implementation details, please check the following page:
