CCS/TMS570LS0432: XDS100 emulator not found

Trying to develop on Hercules TMS570LS04x/03x Launchpad.  Installed CCS 9.3.0, 64-bit onto Windows 10 system.  Get "No boards detected" in TI Resource Explorer.  XDS100 simulation not in list of interfaces - just blackhawk and the other.  TMS570 isn't offered in system list, just "Hercules" (which it says encompasses TMS570).  Then, in Resource Explorer, neither TMS570 or Hercules are mentioned.

My show-stopper is that the board is not recognized by CCS.  When I plug the USB in, I see a "Composite device" in the device manager, using the generic USB driver.

Quick start guide says select "Cortex-R4F MCUs", which doesn't appear in list.  I selected "Cortex-M4F", but that didn't help.  Guide says to specify XDS100 emulator, but I'm not given that choice.  Seems like the USB driver for the XDS100 simulation just doesn't get picked up.  Uninstalled and re-installed CCS several times.

Any suggestions?
