No, the updater itself ran into some issue.

Hi,

The first suggestion (deleting cache directories) did not work unfortunately.  It looks like there are several other things that I can try but I wanted to get back to you before I do that.  I have McAfee running on this particular computer and I suppose my router (my home network) has its own firewall of sorts.  I can try everything from a completely different network if you think that my 'home' network itself could be a problem.  Or I can mess with the setting on the PC itself.

I do know that I was able to do updates in the past using my 'home' network but that doesn't mean that the router didn't do some updates on it's own I suppose.

If you can try temporarily disabling your firewall, that would be good to try. Also try on a different network if you can.

Do you have any issues with other features that connect to the internet? Try opening Resource Explorer and see if you can browse content.

Resource Explorer works fine.  I can disable my McAfee firewall and try that next but I suspect that isn't the root cause.

Glad to hear you resolved the issue and thank you for the update. Windows 8.1 is officially supported so that should not be the issue.
