CCS/CC1352P: Configurable Hart fault Instruction access violation before code execution

Dear TI/Engineers,

On a custom board, I successfully tested the power and JTAG connection. Unfortunately, when I try to debug code using CCS, I get a hard fault before code execution. In the device configuration, I disabled all modules, except TI_RTOS, GPIO and POWER. 

Debugging works on the original Launchpad. 

I attached the relevant fault registers.

What could be the causes of this error?
Where can I look further?
Could it be a bad soldered 48M Quartz?
