Hello, I'm a bout to purchase CCS v3.3 TMDSCCS2000-1 for the 2000 series DSC, what type of license is it? is for a single computer single user? or can I install it in several computers and use one at a time? or is multiple user?

It is a single computer user license.
If you are just getting started with Code Composer, you may want to take a look at CCSv4 instead. The cost of a full single license for C2000 is about the same. Also CCSv3 is being deprecated in support.

I have a further question though: all my projects (Bios and non Bios) are in v3.3, is there currently any issues converting projects from v3.3 to v4?
Does v3.3 comes with a free uodate to v4? I think I read that somewhere in TI.com

We do have an import wizard to guide you through the migration. But the migration is not always perfect. There are more details here:

We recommend people use BIOS 5.4 with CCSv4.

Note that if you are using an XDS100 or on-board emulation of a DSK/EVM, you can use the free bundled license.
