The best thing to do when starting development would be to purchase a F280049C LaunchPad: http://www.ti.com/tool/LAUNCHXL-F280049C

This development board has an XDS110 on it.

You can download the latest CCS here: http://software-dl.ti.com/ccs/esd/documents/ccs_downloads.html

Within CCS you can user Resource Explorer to download the C2000Ware software package which has examples.

When building an example if you get an error about needing a different version of the compiler you can go to the help menu and select "Code Generation Compiler Tools". You can then select older versions of the compiler to install.
