HI, there:
Although the rotate of the angle is different for these two angles, after wrap to 360 degrees, they becomes very close, close enough to be within the step size of the phase rotation. Basically, when you steer the TX beam to 45 degree, there TX beam forms an equally high lobe around -16.875 degree. And when you steering the TX beam to -16.875 degree, the TX beam also forms an equally high lobe around 45 degree.
Of course this is related to the TX antenna spacing. If the TX antenna spacing is 1/2 lambda, you will not have multiple high lobe in the beam-forming pattern.
