CCS/TM4C1292NCPDT: Required dynamic library jscserdes could not be located

I have been working with XDS100V2 debugger without any issues and all of a sudden started reporting connecting error due to the following reason. I am using code composer 9.3 (windows 10) and tried all forums for any direction and couldn't find anything that cleared my connecting issue. However I have no trouble connection and debugging with CCS 8.2 (so I am using 8.2 for now until I can get V9.3 going).

I tried uninstalling and reinstalling drivers, CCS9.3 (an even tried CCS v10) etc and still cannot connect. Any help is greatly appreciated.

This error is generated by TI's USCIF driver or utilities.

The value is '-716' (0xfffffd34).
The title is 'SC_ERR_LIB_LOAD_SERDES_DRV'.

The explanation is:
Required dynamic library jscserdes could not be located.
The library isn't on the search path.

    Unfortunately this is a very elusive error and no well defined root cause was yet found. I suggest a few things and link to one of the possible solutions shown in the post below, although I suspect it does not apply to your case due a different device family.

    At any rate, I will keep investigating ways to consistently reproduce this and report back if I find any additional findings.

    Many thank for your reply and I found the following thread in your link which resolved my issue. Basically installing the emulation Software Package resolved the issue. At least for now and hopefully never again!!

    Here is what I followed:

    Where is the project that you intend to work on located?

    Are the examples you are trying to load coming from C2000Ware? If so, do the ones that load correctly, load every time or are you now not able to load any example project?

    A few suggestions in the mean time,

    1) Keep your device plugged in

    2) Uninstall the drivers (both Class Data Port and Class Debug Probe)

    3) Disconnect the device from the computer

    4) Install the drivers from http://processors.wiki.ti.com/index.php/XDS_Emulation_Software_Package 

    5) Connect the device to the computer

    6) In Device Manager, under 'Action' click on 'Scan for Hardware Changes', you should see the drivers appear again.
