Target configuration editor fails to open linked files if they are specified with a path variable.

The problem appears both in CCS version 4.1.1.00014 and  5.0.1.201012231000.

It is just target configuration editor which fails to open files: the text editor can open those files without any problem.

To verify a problem create a path variable PATH_VARIABLE pointing to a directory with target configuration file simulator.ccxml. Link this file to a project with the help of this path variable. Try to open the file in target configuration editor.
