    I presume you intend to use the TI ARM compiler tools.  The utility which creates libraries is called the archiver.  The name of the utility is armar.  It is documented in the ARM assembly tools manual.  Here is what a typical invocation looks like ...

    % armar -r name_of_library.lib file1.obj file2.obj file3.obj ...

    If you use Code Composer Studio ... When you create a project you can choose to create a library project.  In this case, CCS will invoke the archiver for you.
