CCS/CCSTUDIO-C2000: Cannot connect to CCS apps center server

I realize this question has been asked before but I've yet to find an adequate response or fix.

I'm using a fresh install of: CCS version: 10.1.0.00010  I tried both the single file and on-demand installs.

I'm running on Windows 10.

I tried it at work and at home where there's no unusual fire wall.

It just won't connect.  Is there a specific setting preventing connection?

CCS will connect to the resource center just fine.
