CCS/CC2640R2F: Problem installing TI ARM Compiler Tools V18.12.2

Hi,

I have a CCS v10.0.0.00010 installation which came with TI v20.2.0 LTS ARM compiler version. To be able to build project from simplelink_cc2640r2f, I need to install compiler v18.12.2. I am trying to do this from Help -> Install Code Generation Compiler Tools. However I am getting the following error message :

An error occurred while collecting items to be installed
session context was:(profile=epp.package.cpp, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
Artifact not found: software-dl.ti.com/.../com.ti.cgt.tms470.18.win32_root_18.12.2.

I tried following the instructions on the troubleshooting guide, but that didn't work: 

I also tried following the Eclipse instructions of the stackoverflow post in the trouleshooting guide, but that didn't help either. I tried opening the link 

but I am hitting a page under maintenance error. I even tried switching my internet connection to a personal one, just in case its a problem with my organization network, but still nothing.

Would really appreciate any pointers on how to resolve this. Thanks in advance.
