The release note of GC v2.20.09 mention:

GUI Composer runtime updates to pick latest target communication device support and update node-webkit (browser engine used for offlineapplications). Applications published with this version of GC Designer will require installation of GC Runtime v8.0.0 or higher.

I have installed GC Runtime v7.4.2, but cannot find GC Runtime v8.0.0. Please could you give a pointer to it?

You can download the via the steps mentioned below:

Step #1: Create your app and then download the GC Runtime component. In GUI Composer, click File → Export → as Stand-Alone App and then download and install the GC Runtime that matches your computer’s operating system.

I may be mistaken, but that's to install the app once you have worked on it. But before that: "It still requires a GC Runtime component that provides target access functionality and a browser engine to run your app." (from the link you sent)

For GC Runtime v7.4.2 I can find from the latest version of mmWave_Demo_Visualizer 3.5.0 https://dev.ti.com/gallery/info/mmwave/mmWave_Demo_Visualizer
