CCS/CC2650: CCS7.4.0 offline package will not install on Win10 Pro v1909

Tool/software: Code Composer Studio

I am blocked by the error "The web installer is not able to access software-dl.ti.com/.../CCS7.4.0.00015_win32 and cannot proceed."

As you can see here, what am I doing wrong?

    I assume the issue is that the offline installer automatically tries to do a web install when it encounters errors in the offline process.

    But, there is no indication here of what error was hit in the offline process which makes this hard for me to debug...

    Thanks for any help you can provide...

    And so I can report a solution that worked for me.

    I had originally unzipped the file to my F: drive.

    On a lark, I decided, maybe it has to be on the same drive as I select for the install folder, so I move the unzipped folder to C: drive.

    Then, all was well :)

    I will leave this solution here for others to find...
