Tool/software: Code Composer Studio

I am trying to get set up with a CC2650 LaunchPad. I am following through the BLE stack development guide, section 2.6 - "Setting up the Integrated Development Environment"

I have installed the latest BLE stack SDK (2.2.5), as well as the listed CCS version in the release notes (7.4.0)

I am now trying to install the listed TI ARM Compiler (16.9.4). I am following the steps in section 2.6.3.2 - "Installing a Specific TI ARM Compiler". But when I go to Help -> Install New Software for the Code Generation Tools Update, I receive this error:

No repository found at software-dl.ti.com/.../p2win32

Navigating to the website in my browser, I see that it is down for maintenance

I tried yesterday and again today but it is the same

Is this a temporary issue? If not, what are the workarounds?

That site is only intended to be accessed by the Eclipse update within CCS, and gives the "down for maintenance" message when accessed by a browser.

I don't know why Help -> Install New Software from inside CCS gives the errors, but stand-alone installers for TI ARM Compiler (16.9.4) are available at https://www.ti.com/tool/download/ARM-CGT-16/16.9.4.LTS

I was able to install the compiler

Also it looks like the errors have stopped appearing in CCS
