With TIDesigns the design guide is usually a good place to look for information on the circuit. Not all circuits are described however, such as Vref.
The Vref is a reference voltage input available for the MSP430, it can be switched on and off with Vref_CTRL from the processor. Depending on the code and intent of the programmer the reference may be desired.
The VBAT_CTRL allows the battery voltage to be switched to a divider for measurement by the MSP430. This lets the processor determine the battery voltage without summing the 2 BAT voltages from the BQ76930, each of which is a sum of the voltages of the attached cells. The use of this direct battery measurement allows another measurement of the battery voltage. Using this with the reference Vref may allow a more accurate measurement than with the ADC input alone, see the documentation of the MSP430
