Power Supply Block of TIDA 010030

I was examining TIDA 010030 Reference design. I was stuck understanding why some components are used in the Power supply block which is ultimately fed to  LM5164DDAT. Can't I directly give input voltage from BAT+ to Vin of LM5164DDAT?

And I didn't understand why the REGOUT and 430_Power is used in the circuit and how the circuit is working. Also I am having trouble understanding the use of D47 Zener diode.

    Q25, Q28 and related circuit supplies a switch to cut off the input of LM5164, which will decrease current consumption under some situations like shutdown mode and sleep mode. Further more, there is another IC BQ76200 also benefit this switch circuit. 

    REGOUT and 430_Power are redundant enable signals for above switch, when the system is in shutdown mode (BQ76940 is in shutdown), both REGOUT and 430_Power are 0. When BQ76940 is waked up someway, BQ76940 pulls up REGOUT and enables LM5164 which will then power on MCU. Then MCU will pull 430_Power high to make sure 5VDD is always on. When the system decides to enter shutdown again, MCU will send shutdown command to BQ76940 to disable REGOUT and pull low 430_Power.
