Hi Mohan,
It might be EndPoint Protector.
Please try the following:
Add to the 'Allow' list' and updating local policies. Uupdate your local policies by right clicking on the Endpoint Protector icon (the one that looks like a traffic light) in the system tray and selecting "Update Policies Now".

Let me know if this works as there appears to be a couple of ways the Error 403 mainfests.
