I'll submit this to Cadence. Not sure about the 022071 error.
I see the error with the registry key. I think that may be the source of the problem.

Cadence has come back with a partial answer.
A couple of questions also came up:
Did the app ever work? Even once with a valid license check-out?
Can you try uninstalling, re-booting, and then re-installing? Unless you've already tried that and the problem persists.
Copying from their message:
From the logs it appears that licensing configuration data was not created properly or has been deleted.
Some entries in licensing configuration data are correct and could be read:
