I am looking for a Windows tool to write/read EEPROM via I2C I/F using USB-TO-GPIO or USB2ANY.
If you have something like Section 5.3 GUI Application of USB Interface Adapter Evaluation Module User's Guide (SLLU093), would you be able to provide it?

There is a feature of the Fusion Digital Power Designer that should allow you to do low-level I2C transactions as outlined in section 5.3 of SLLU093.
To access follow the below steps:
1. Download Fusion Digital Power Designer (aka Fusion GUI) https://www.ti.com/tool/FUSION_DIGITAL_POWER_DESIGNER
2. Plug in the USBTOGPIO2 device to your computer via USB.
3. Open Fusion Digital Power Designer
4. Select "I2C GUI" from the main menu
5. Select Tools > SAA/SMBUS/I2C Tool... at the top of the new screen
