Let me check with Cadence. PSpice for TI is a sand-boxed version of the full commercial version SPB.

Looks like PSpice for TI does support TCL scripting.
Here's what Cadence had to say:
PSpice for TI schematic supports Tcl. You can try some of the Capture Tcl scripts to test it. You can find some Tcl solution on http://support.cadence.com and one example is Article (20512354)
