Thank you that is very helpful. So I can still program the TPS25751 to use GPIOs to switch in and out different FB resistors to get different output voltages, or can that be done through the BQ I2C interface?

Yes, this can be done through I2C and you can program the firmware through the TPS25751 GUI, you can reach out to the PSIL production for specific power profile you required. 

My solution will support the 4 standard PDOs: 5V, 9V, 12V, 20V at 60W source limits. I'm looking at the TPS25751 GUI tool and see in advanced settings where the individual PDOs are set. Will this default to sending the appropriate I2C messages to set the OTG output of the BQ device, since part of the tool allows me to choose which BQ device?

Also, while using the USBCPD Customization Tool, I notice that the BQ25731 is greyed out when choosing the TPS25751. Is the BQ25731 supported?

you can check with PSIL product line on which BQ device they can support (a-mcgaffin@ti.com) , we used to develop PMP41031 60w design which use TPS25750+BQ25731. not sure if the new TPS25751 can support this, the new released PMP41062 can be spin to TPS25751+BQ25756E can support < 7S battery. let us know your thoughts.
