Can you post the .TSC file that is giving you the problem?
The error is shown because the DC operating point could not be found. You can change the DC parameters for the simulator in the Analysis menu ---> Set Parameters. You can also use the Zero Initial values or the Use initial conditions in the Transient Analysis dialog instead of the Calculate operating point.

With switching circuit simulations it is sometimes necessary to set the transient simulation conditions to "Zero Initial Values" instead of "Calculate operating point". For example, an astable 555 timer circuit just sits there if you specify "Calculate operating point" but it will oscillate normally if you specify "Zero Initial Values".
I don't know if this will help a TPS3803 but it does help in most TINA transient simulations.

If you set the Transient iterations to 100 from 20, the convergence error goes away:
