UCC28910: Precautions when using UCC28910 as a buck converter

Q1.
Is it generally not recommended to use UCC28910 as a buck converter? The operating environment is as follows.
-Input: DC 200V
-Output: DC 18V
-Load current: 0.2A

I built a circuit with UCC28910, but the IC did not start, probably because the protection function was activated.

Q2.
If I understand correctly, UCC28881 can be used in the above operating environment. The data sheet describes the circuit to be used as "High Side Buck". If used under the above conditions, is UCC28881 the recommended IC?
