TIDA-010077: SCL_S/SDA_S pins would sit at round 1.6~1.8V

Hello Team,

My customer replicate the reference design however, experience this issue:

The issue is when powered up and without any I2C communication going on, both SCL_S/SDA_S pins would sit at round 1.6~1.8V range instead of 3.3V. I have pull-up resistors on both SCL-M/SDA-M pins and have RST_MS pin connected to IOVDD. And DVDD is ~1.8V using on-chip regulator with REG_MODE pulled to IOVDD. The differences from EVM schematics are:
1. only 1 1uF docoupling capacitor on AVDD/IOVDD instead of 1 uF+100nF combination. But I suspect that shouldn't affect SCL pins?
2. The LED Tx shares IOVSS ground (since TIDA-010077 is doing that). Wondering if that could be an issue.
