I reinstalled the software and the problem still occurring.

We're aware of this bug and are working to get it fixed ASAP.

One user has had success installing in admin mode.
Please uninstall using add/remove program. Then re-install in admin mode.
Let me know if that doesn't work.
If you've setup the environment variable and it doesn't work. Please attach the qalog.txt here.
If it does work, please remove the environment variable as it will continue to collect data and get very large over time.

We've had multiple reports of success installing in admin mode.
