Probably a Cadence question - I'm getting 'user has expired entitlements' after paying for the subscription version.
Is this a known issue or just something up with my account?

I can say that I've never seen this. Looks like you're on the most recent version.
Can you check to see if the license downloaded properly.
It'll be at %appdata%\Cadence\VBL\TI_PSPICE_231\license
file: license.txt
