Thanks for reaching out.
The blocking capacitor should not impact the voltage drop across the lead inductor, since the voltage across the inductor control the power flow.
Therefore, we defined the voltage drop across the blocking capacitor should be 100 times smaller than the voltage drop across the inductor.
Using Vcap = 1/(2*pi*Fs C) * I and VL = 2*pi*Fs*L * I, we can define VL = 100 * Vcap, and solve for C, since I is equal for the capacitor and the inductor. This will result in the above equation.
