Plotting the power transfer equation
results in a curve as shown below:
We can see that the maximum power transfer happens at 90 degrees.
The smaller value of 23 degrees was selected for two reasons:
1. Lower output voltages. As we can see in the equation a lower output voltage will reduce the maximum output power.
So to achieve 10kW at 350V Vout for example 34 degrees of phase shift is need.
2. It is preferred to stay in the linear part of the power transfer curve. This makes the control easier.
