The zip files contains some slx format which can be opened in Matlab, strange.

I have the following PLECS program (picture below) which requires .plecs format:

do you have matlab/simulink?  the slx file can be open inside matlab environment (it's a simulink model with PLECS blockset).  once you double click on the red box inside simulink, the PLECS window will open.
