PMP23421: Dual VCC connection on top driver?

Hi, I am using this reference design (PMP23421) and I see that an external isolated power supply is used (From the schematic U108 -> UCC3420) for the top driver,

1.-Why is it necessary to connect HB and HS of the lower driver, in this case that the external isolated source is used in addition to the digital isolator (U100 -> ISO6521REU)?
