I would like to request the firmware image binary for this device that is needed by the tool to create binaries for an EEPROM. Is there a reason why this binary is not part of the TPS257xxQ1 GUI?

Please request access to the TPS257xx-Q1 firmware package from the GUI tool page here. There is a "Request now" link (see screenshot below).
