The TPS64200 family of controllers is pretty old and is not supported with a SPICE model. If a SPICE model is an absolute must for you, you can look in the parametric search table to see if there are parts similar to this one based on your VIN, IOUT values: http://www.ti.com/paramsearch/docs/parametricsearch.tsp?family=analog&familyId=2136&uiTemplateId=NODE_STRY_PGE_T.
Based on this search, I found that LM2743 falls under the same range as TPS64200 and is also supported with WEBENCH which you can use to optimize your circuit for efficiency, size and cost and also simulate your circuit. I want to check features of operation of ac(dc)/dc taking into account the shift circuit of levels. The idea is taken from http://www.ti.com/lit/an/slyt391/slyt391.pdf
WEBENCH simulates standard application.How it is in your opinion best of all to check the concept with available spice models?
My ac/dc param:
Vin: very_low to 242AC, Vout - Now it is not essential, Power up to 3.7-4.5W.

You are right. At the moment, WEBENCH will simulate standard evaluation circuits only. If you want to tests a non standard circuit, you will have to simulate it using our PSPICE or TINA-TI models. Unfortunately, since we do not have a model for TPS64200 it is not possible to do that at this time. However, if you would like to use LM2743 to try this concept out, I can get the WEBENCH model translated to TINA-TI for you.
However note that I am not sure LM2743 can be used in the non standard application that you mentioned. Please evaluate that and let me know if you would like the TINA-TI model.
