I was wondering what the amount and value mean for a component. ea. if it says 470uF, 3 qty. Does that mean 3 pieces of 470uF? or total sum is 470uF?

I believe that you are asking about the values displayed on the schematic for multiple capacitor placements for WEBENCH® Power Designer. Please correct me if I am incorrect.
If the schematic shows 470uF, Qty 3, that would mean 3 capacitors, each with a value of 470uF, connected in parallel, giving a total capacitance at 0V of 1410uF.

yes, that is what I mean. In the schematic, normally, a value means the total value of a component. but in this case it is the value per component times the number of units.
