Desktop version not working

I have downloaded and installed the desktop version. But it does not work. When I try to start the Program from
Start -> Programs -> Texas Instruments -> SwitcherPro Desktop -> SwitcherPro Desktop
nothing happens, there is also no error message.
I downloaded the program, but otherwise I have not found any information, like system requirements or installation instructions. Is there some documentation available?

I am using XP SP2.
According to "Support Information" in "Add or Remove Programs" SwitcherPro Desktop is Version 3.0.902.

    We have pblished a newer version v3.1.22 last week. Can you remove the application from your machine using 'Control Panel->Add/Remove programs' and delete the SwitcherPro Desktop folder from c:\program files\Texas Instruments? Then, download the new version v3.1.22 from http://www.ti.com/switcherpro-dt. Please let us know if it still does not work.

    The same after removing the old version and installing the new version.

    But after installing the program as administrator, it works when I run the program as administrator.
