I am designing a circuit where i need +3V and -8V output from a power management IC with 5V inputs, with output current at 2A.
Can any one suggest me such a design that my requirement will be fulfilled.

A buck converter can be used in an inverting buck/boost application by ground referencing the output. Take a look at the TPS40200 controller, or TPS54620 converter with integrated FETs. There is an application note http://focus.ti.com/general/docs/litabsmultiplefilelist.tsp?literatureNumber=slva317 that can explain the concept. I figure you can power the regulator with 5V and run +3V into the power stage to derive -8V at 2A.
