the BQ25504_RGT_16.bxl is available on ti.com in the BQ25504 product folder under the "Quality & packaging" tab. You can get to this tab directly by going to http://www.ti.com/product/BQ25504/quality. You can download the UltraLibrarian free reader to translate the bxl file to Eagle or any other tool of choice.
