Tina TI installation file format?

Hi.

I downloaded the "sloc241c" file to install Tina TI, but as it's not an exe file I don't know how to install the program...  OS is Windows 7, and as far as I know everything is up-to-date and installed that needs to be.

How is this program installed/executed, please?  What do I need to do?
