I design Phase detector in TIna-TI for the purpose of PLL design.here I attach circuit diagram of phase detector.I give the transient clock from 0 to 8ns.but I did not getting the waveform.so,please help me.

Looking at your circuit, I am curious to know what you mean by "give the transient clock from 0 to 8n". You have set your simulation window to be from 0 to 8ns, which does not provide a clock of any kind to the circuit. You have also use Insert--> Output for your nodes, but have not connected a probe.
When you select Analysis-->Transient the following window appears:
The ERC errors will need to be fixed as well.
First, you will need to create the waveforms that you want to use as stimulus (V and REF). Next, change the output symbols to voltage pin meters for UP and DOWN.
I have updated your schematic to fix the majority of the ERC issues other than the pins not connected. You will still need to derive a waveform for the clock you are planning to use and change the simulation window to a longer time span to see any activity.

Please take a look at the attached .TSC file. It should give you some more insight into how to use TINA-TI for your application. The D-FF chosen was reset low, so you need to use a NAND gate instead of the AND gate. The VCC and GND power rails for the logic gates were not supplied in the original circuit either. I have put them into the schematic as well. In this case, I have just used two arbitrary clocks VG1 and VG2.
