Hi Di Wang,
I was able to resolve your Convergence problem (which I also observed) in TINA-TI by selecting Analysis, Set Analysis Parameters, Shunt Conductance (S)= 100m (was originally 0).
In addition, in the same panel, I was able to improve Step response shape by changing "TR Excitation Subdivisions" to 1000 (was 10).

There were a few issues with your circuit that may also need to be fixed. R13 should be 10k, not 0. R12 and R11 should both be 3.9k per the schematic. The connection from C5 to D2 should be removed. After these corrections, the circuit still did not function as it was supposed to. I did vary a few of the simulation parameters and the input source and actually got the -10V output that was expected.
I changed a few other items as well to clean up the schematic. The circuit is still very fragile in terms of convergence, so you may have to tune it further if you make any further changes.
