When operating near dropout, is the CC circuit still reliable?  What components in the circuit is limiting: FET?

    It will work reliably near an in dropout. It will just turn the FET on fully as you go into dropout and try to regulate the current at the peak current level while switching and the current will just reduce as the input voltage reduces. So the Rds(on) of the FET will determine when you go into dropout and what the current is versus the input voltage in dropout.
