Im looking for an ic or some sort of logic that will regard <.8V as a low and >2V as a high and will output 3V when low is received and ~0V when 2V is received and ouput ~0V when there is no connection on the input.

    Hello Travis,

    What you're looking for is a simple inverter gate like the SN74AHC1G04.

    Input logic high is >2.1V and logic low is <0.9V with VCC = 3V

    To handle the "no input" condition, use a pullup resistor to VCC which will pull the input high when there is nothing connected.
