I briefly looked into this issue and didn't find an obvious reason for the failure. I've asked the WEBENCH Applications engineer responsible for this device to look deeper into the issue. We'll get back to you as soon as we find the issue.

Hi Jared,
Thank you for trying to design using WEBENCH. The current load spec used on channel 2 for 0.43A was yielding a phase margin of 30 degrees. We usually fail designs that generate PM outside the range of 35 to 120 degrees. And hence WEBENCH failed the design.
However to design for a more stable Phase Margin, inductor can be experimented with to achieve phase margin above 35 degrees, since this is an internally compensated device. So, I have expanded the inductor limits slightly to accommodate for your design. And now the resulting phase margin from the selected inductor for your 0.43A spec on load#2 is 36 degrees, still border line, but alteast you will be able to choose alternate components for better design stability.
Increasing load#2 to 0.5A could be another option you may consider.
