1) Is this can support accuracy of the position +/-0.25 meters? 2) what components can be used to make quick demo, is any reference design can be used to start?

A2: If you already have the AWR1642BOOST , you can use the mmW demo available in the MMWAVE-SDK to have a feel of the capability of the AWR1642 device.
