One of my customer is trying to install TINA on Windows 7 computer and he is getting attached error, can you please help to point out what could be going wrong in this case?

I am sorry to hear your customer is having troubles with the TINA installation.
Please try the following:
1. Uninstall any previously installed versions of TINA.
2. After completion of the "un-installation", delete any remaining TINA directories. The default installation path is C:\Program Files (x86)\DesignSoft\
3. If this computer is administrated by your customer's employer, confirm that he/she has the permissions needed for an installation.
4. Confirm the installation is for the latest version of TINA-TI (v9.3.150.328 SF-TI).
5. Confirm that no other applications are running before starting the TINA installation.
If possible, temporarily suspend any security software and/or anti-malware before starting the installation.
6. Start the installer, allowing it to place the application folder/files at the default location given in (2) above.
7. Restart any security software once the installation is complete.
Please let me know if you have any questions or if the customer experiences any more problems.
